I have heard that many Europeans are so friendly. Is this the case? If so then everyone should want to live there because sometimes cities can have a cold dark feel to them where everyone is always in a bad mood.

I normally experience Greek people to be very friendly. Scandinavian people, not so much. I guess it has something to do with money/tourism/economy. The whealtier one gets, the less necessary it is to be friendly.

I see your point there about the wealthy. I know several people that are well off and not so friendly. I guess Greece would be the place to go if you want friendly people.

I know that when I was in Germany the people were very nice to me. And in Switzerland as well. The rudest person I have encountered was when I was in France.
